Why is such a useless addition needed?

The Fireball isn't the only option; it would be better if it had something else that could be combined with Orcish abilities. For example, light magic would be perfect.

There will be a Haven faction, Orc cities, but to prevent taking the book, the racial ability needs to be removed.

But that doesn't make much sense; without Orcish expertise, no Orc will be able to take it, and without Blood Rage, their army is quite weak.
