Well, I think it's perfectly normal to remove Super Abilities from some heroes. Firstly, it's not a cure-all anyway; sometimes, certain builds perform better in a specific game. Secondly, this can be used to balance heroes with strong specializations. Thirdly, the developers also have heroes without access to Super Abilities. For example, Ossir and Ilfina.
