Reasons for using Restart in online games.

I think the question itself is fundamentally flawed, no matter how you phrase it. You should restart if your opponent clearly has a better position than you, which significantly reduces your chances of winning. If your positions are roughly equal, it absolutely doesn't matter which one you choose. That's just my opinion.
