Usually, the town's shooter doesn't survive long enough to reach the point where the mafia has a voting advantage. But if they do survive... The town can theoretically have even two killers, while the mafia might encounter protection or healing.

It's just written as "Forbidden," as if it were a rule and someone might try to break it at the cost of a modkill.) Maybe Jabber should reduce the cost of checking and blocking? Because there are so few reasons to use them when there are so many different types of kills, one of which is even cheaper.
