Until then, they have no right, not even a formal one, to interfere.

Formally, they do, but personally, I see this right as applying to a critical situation, when the moderator of that section is absent for some reason, and spammers or pornography enthusiasts are running rampant. Then, of course, the violation needs to be stopped, and then wait for the moderator to arrive and clean it up.
