Actually, I was referring to a rule in plays: if there's a gun on the wall, it will fire in the final act. And that's what's happening here: they introduced a rule, but there are no means of control. Sooner or later, it will backfire. And the very existence of a rudimentary element in the game is inherently unsightly, no matter how you look at it.
It's easy to track changes in an opponent's army by checking the tavern frequently.
Cheaters have a perfectly legitimate way to do this: the "silent stalker" :D
