I'm in favor of the old rule. With the current rule regarding votes, it's impossible to properly ban anyone; everyone distributes their votes among a bunch of candidates, and it's just a mess. And in general, it's illogical when a minority can determine the outcome of the vote. If inactivity is a concern, it's better to tighten the rules for inactive users, up to a limit on the minimum number of posts per day and a ban on voting "No New Votes" for more than two days in a row.
