Hamachi may not work in only two cases: either some kind of firewall is enabled, or someone just doesn't know what they're doing...
There is also a third case - the provider...
Few people remember when they connected via direct IP. There are more programs for creating networks now. And we must give credit to Hamachi - it is still the best client for playing Heroes. And I still use the simple old version 1.0.3.0. Not much functionality has been added in the new version (it may bypass hardware firewalls with difficulty), but the program itself is registered in the Windows services and starts automatically without your permission.
Gameranger has noticeably deteriorated in quality recently. It is only good for its large user base and convenience (it supposedly finds the game and connects you automatically), although in reality, this is an illusion. It is practically impossible to play with three or more people on a gray IP. Everyone knows about the clumsy interface and the ads.
But there are alternative connection options. The aforementioned TeamViewer. I installed it a long time ago for other purposes, but I haven't used it for gaming. And I don't like it for some reason.
There was a program called Leaf Networks. But it seems that no one is working on it anymore. The official website has some problems.
A little-known program by Croatian programmers Wippien. It looks like a rather interesting solution: a client + messenger (like "ICQ", which I don't think is very good), which can be removed and used only for connection. It seems simple, but there may be difficulties with connecting (it uses a Jabber name).
The interface of Remobo looks very simple and straightforward. I need to test it.
The German platform, similar to Gameranger, is Tunngle. The entire interface, filled with ads, is designed as a browser. Quite a few people play Arma 2 and Borderlands. There is also a room for Heroes 3, with a chat (about 20 people), I saw 6 games there once. And there are also Russian-speaking players.
Connection problems are usually at the operating system level, no matter what they say, and, of course(!), due to routers and modems that no one bothers to configure, especially if you are behind a gray IP.
