Heh, right away... :D This was said a couple of posts ago, and before that, the second component was questioned dozens of times throughout the discussion... :)
Well, I thought so even before, since we weren't specifying the number of participants for the rating. And moreover, in one of the posts, you even agreed that the second component contributes a large share to the rating and even started talking about some kind of coefficient.

On one of the resources - well, I'll say which one :) - it's done that way. There is a series of Tournaments where even the average players are not allowed, let alone the veterans... And the newcomers compete fiercely and get a real chance to improve their rating... And then - if they want - they are welcome to visit Dino! :D And it's very well done. And it's a very popular tournament because everyone has equal chances, and that's the golden mean of any tournament. And that's what we're striving for.
I didn't understand anything. If I personally run the rating on this resource, then I won't consider Tournaments with such restrictions (Patrisov Lumumbov) as rated and I won't calculate them and I won't include them in the table either. Imagine, they played in a General tournament, and some players got a rating from 0 to 5. They quickly organize a Lumumba tournament. And some of them will come out with a rating from 50 to 100. And they will ask, well, now add us to the table according to the new rating :) Is that what you mean?
