Again, the same arguments... Don't compare the power of the Overlord with the power of dragons. Compared to non-dragons, Kha-Belekh is all-powerful.

Omnipotence is an absolute, not a relative concept. Either you can do everything, or you can't do everything. And, let's say, I understand why you can't compare Kha with Ashai or Urgash. But Sar-Elam himself, with his human abilities, with his own, most ordinary mind of an average mage, made himself a Dragon. Why can't he be compared to Kha, who initially possessed much greater power, given to him by Urgash himself, but in the end turned out to be nothing compared to Sar-Elam?
