The strongest on any map is Conflux, and it is usually banned from use in tournaments.
Next, it depends on the map and what restrictions on heroes and skills are introduced by the tournament rules... When talking about strength, it's necessary to be specific about these conditions. I can only say about the weakest ones. These are Inferno (the only small chance for Ifrit + Armageddon tactics), Fortress, and Stronghold (they can only surprise on small maps... and Fortress on a map with guardians of important resources, dragons and other level 7 creatures, especially Azure Dragons and other unique creatures, due to the Gorgon's Breath, it clears such places weeks before the opponent and wins due to economic/experience advantage). And then it becomes specific to the conditions... Tower/Castle/Dungeon are in the top three, and Rampart/Necropolis are always somewhere in the middle, sometimes higher, sometimes lower, depending on the map...
