No, it is not allowed. But I don't even know how to handle this situation: on one hand, it's a pirated version, and on the other, it's a mod. In general, I don't think any reasonable person would use this link to avoid buying a license: you can't play online at all (there's no compatibility with 3.1), you can't play the original campaign, it's just a somewhat flawed mod, and it's definitely not a replacement for the original Heroes of Might and Magic V.
