The computer “doesn’t want” to play.

I have never observed this. Usually, the opposite happens: the computer fights to the very end, even when it's clear that it's going to lose. The only thing I can think of that might be causing this is: there are no neutral castles left on the map, all your castles have strong garrisons, and there are no resources or artifacts left on the map.
