1) stream the entire working desktop (doesn't provide protection, but it's more for rehabilitation)

2) create a topic: "Reports from the DARK side", after 30-50 (???) reports, you'll see that they themselves will start to condemn cheaters and start playing fairly.

They'll probably just create a new account...
