Elementary – Sylvan.

This simply indicates the English translation of the city's name. Inferno and Necropolis have such names because their translations "don't sound good" (Hell and City of the Dead). But for others, the English name "doesn't sound good." If they were translated that way, we would have all sorts of Havens, Dungeons, etc.
