Yes! But bear cubs are also a formidable force, and you forgot about centaurs (if anyone hasn't noticed, they are strong units for level 1)! :cool:
However, 9 per week is not enough! But centaurs play a very important role when you are in a siege, because when they are on towers, they become simply beasts! ;)
