I meant that the question is not about

"what level this magic would be," but rather that there are no rule violations, as viewing the air at level 1, whether with a book or without, is permissible, as there is no prohibition against it.

If it were a fourth or fifth-level viewing spell, then yes, it wouldn't be allowed without a guild, but that's obvious.
