China considered itself an empire, and all neighboring peoples (including the unconquered) were its vassals. They had an imperial mindset. And even now, there aren't really "Chinese" as such. There are Miao (southern Chinese) and Tang (northern Chinese). And in general, there aren't even mono-ethnic states anymore. Does that mean they're all empires?
