Which is better, attacking or defending?

I once voted for defense, but that's not right. It all depends on the faction you're playing as (and the overall situation). For Necropolis, for example, defense is better. But when playing as Haven, getting an attack bonus is a big advantage, especially considering the great tactics and ranged attacks! And so on, there's a lot to discuss here.
