No monsters are stronger than city monsters, otherwise it's a failure! - I disagree, azure dragons are stronger than city monsters, but that doesn't ruin the game, the main thing is to make such neutral creatures difficult to access.

Regarding creatures stronger than city monsters: I am categorically against it - it's better to fight on equal terms, without any "overpowered" creatures!
