[Suggestion] Modify the violation control system.

What do you do with annoying flies? - You take a fly swatter and make a wet spot out of them. What do you do with all sorts of spammers, advertising agents, and other scum that make life difficult? You can't reach them with a fly swatter, and you can't hit them with your fist either - so the only option is to ban them (even without amnesty). What to do with the rest - let them learn to communicate, to filter their speech - it comes with time, so you can be more lenient with them, give them amnesty, etc. But if they don't learn over time, then treat them like a repeat offender - give them the full treatment.
