Are you saying that TW is more similar to Civilization and Master of Orion? Obviously not, and they are classic representatives of the turn-based strategy genre. And here's another example:

There are also strategies with significant elements of other genres (for example, the god simulator "Dungeon Keeper" with elements of a 3D shooter, or Lords of the Realm II and Total War, which combined elements of a global turn-based strategy with tactical battles in real-time).
By the way, regarding game genres, I consider the new King's Bounty to be more of an RPG with strategy elements, rather than the other way around.
