Questions about the gameplay of Heroes 6.

I upgraded the skill to be able to build 2 buildings in one day, but for some reason, I can't do it! Can you tell me if I need to do something specific? (I was in the city and also visited it as a guest – nothing works ><) Is this another bug?!
