Questions about the gameplay of Heroes 6.

Well, it might not seem very useful at the very beginning, as having 2-3 stacks of it doesn't really help much. But later on, it definitely becomes necessary. By the way, does the opponent's tactics somehow affect the effectiveness of this perk?
