-7% to damage, affects -10%-15%
-7% to both defenses, completely useless
and also -7 to morale and luck for enemies, 7/100 – not a very high chance, one successful hit out of ten at best
The debuff is not dispellable and lasts for 3 turns, nice, but I don't think anyone will want to dispell it
