I don't think it's necessary to do this. The originality of the mod lies in the fact that it doesn't affect the balance. And that's the main thing.
The interface is a different matter.

I totally agree with you. I hope the HD mod will still be an "interface" and will not change any original unit stats, spells, etc.
But I think that having dwellings of level 2 pre-built does not change the original game balance and, like other things, will be possible to turn it on/off in Hires.ini
