Firstly, why can't the heavens be the third level? And secondly, I would have preferred it if the third level was underwater, and consequently, the race was an underwater race. We even created a thread on this topic back then.

When I first saw the object for underground terrain in H5: a kind of hole, a basement, I would say, I had thoughts about a third level of the dungeon. And, actually, why not? The simplest interpretation is that the lowest underground level is inhabited by demons, higher up live other lovers of confined spaces, like dwarves and the Fortress, and on the ground are all the others. And the heavens really don't seem very fitting. An underwater level is still okay, but does that mean that only marine creatures will be able to move around there? Or will they be underwater caves? If the latter, how do they differ from ordinary caves? It's unclear.
