Orcs – discussion about the race.

I don't know where to ask, so I'm posting here. When leveling up a hero, what should you prioritize: skills or perks? In other words, should you first max out core skills like Logistics and Defense, and only then take speed auras and evasion? Or should you focus on one thing at a time? For example, max out everything related to Defense, then everything related to Logistics, and so on. I tried playing with Tel's character. I thought I'd level up Fire Arrows and War Machines. As a result, I maxed out War Machines, but Attack didn't appear for 10 levels. Then undead came and messed me up :( You can't always get Dark Shield. That's why I think you should take the Barbarian's Luck perk.
