Phoenix is neutral and won't be forced into any of the factions to be considered for the champion spot. And there definitely won't be any initiative. Therefore, I only see him as the champion.;)
Where did you get the information about Phoenix?
I did forget about initiative. It seems that speed in Heroes of Might and Magic III will likely be its analogue. So, let's make it high speed :)
