We are preparing new regulations for our league and we would like to know your opinion about that.
New regulation project
Thanks to Hermit there is also Russian version. All opinion are welcome even this sarcastic.
1. Defeating shifted guards.
Players must defeat guards (neutrals) of inter-zone passages and resources (including those lying near a windmill/bank), even if it is possible to avoid the guards.
Notes:
- if an inter-zone passage has several guards, it is sufficient to defeat one of them,
- if there are several passages between zones, each passage must be defeated if it is necessary to pass through it,
- if the opponent has defeated the passage guard, it may be passed through,
- if due to a random map generator bug the guard was not generated or is weaker than it should be, passing through is not allowed,
- if neutrals guard only a mine, the player is allowed to take resources lying around,
- players are not allowed to take treasures first and then fight the neutrals,
- a player using a dimensional door / flight must respect the rule about defeating shifted guards (first fight the guard and then enter the zone or take treasures).
2. (Red) rush on the first day of the week is forbidden. On the first day of the week, Red (or any other player moving before the opponent) is not allowed to use this week's growth against any troops or colored objects of Blue (or any other player who has not yet moved).
Notes:
- Red (or any other player moving before the opponent) is forbidden from blocking any passages with new week troops through which Blue (or any other player who has not yet moved) would bring in their troops for this new week,
- if Red (or any other player moving before the opponent) defeated a passage guard to Blue (or any other player who has not yet moved), he is not allowed to take any colored objects there,
- troops from new heroes are not considered a new army.
3. Hit and run is forbidden.
A player cannot flee/surrender in the first three rounds of battle if they have dealt more damage to the opponent than they have received. A hero of level 11 or higher released from prison is not allowed to use magic of the third level and above.
4. Joining any neutrals is forbidden. This does not apply to neutrals obtained in Pandora's box.
5. Necropolis.
Necromancy is used only to compensate for losses. The number of skeletons (or any other units obtained from necromancy) must be corresponding at the end of each day.
Notes:
- a player with Necropolis cannot build creature dwellings in other Necropolises on random maps generated on panic and balance templates (PC) and on fixed maps called blockbusters.
6. Conflux.
It is allowed to recruit only half (rounded up if the number is odd) of the firebirds/phoenixes. This restriction also applies to dwellings.
7. A player may use only one dwelling of seventh-level creatures. This does not apply to enemy caches.
8. It is forbidden to upgrade angels from conservatories and wyverns from hives.
9. Level 4/5 scrolls.
The use of level 4 and 5 scrolls is allowed only for heroes who have the corresponding wisdom level, and the mages guild must also be present.
10. Game bugs.
It is not allowed to use game bugs.
Notes:
The following are not allowed:
- reducing neutral armies – it is allowed to retreat/surrender/be defeated once when attacking non-upgraded guards with an upgraded stack inside (zone guards, depths and Pandora's boxes),
- using the artifact trader bug that allows a player to recruit an army using the opponent's resources,
- using a hero without troops,
- selling artifacts for a price greater than their value,
- checking the skills and spells of enemy heroes.
Exception: viewing the number, income, and garrison of enemy cities and the number of units that your opponent can buy.
11. Creature week/month.
A player may request to load an autosave if a doubling of creatures or +5 to level 6 and 7 creatures occurred.
12. Restarts
A player may take two restarts (1x111+1x113): one on the first day and one no later than the third day of the first week.
Notes:
A restart is taken immediately if the roads are dirty, the starting hero is not level 1, the fort is not built in the starting castle, or the player has more than one city at the start.
13. It is not allowed to use the fort on the hill, cartographer, or Grail.
Note: exception for fixed maps.
14. Stalemate.
If both players make no attempt to end the battle, the attacking player must flee/surrender. If 100 golems cannot kill one ghost dragon that flies away, the player avoiding the clash (in this case, the one with the dragon) must always flee/surrender.
