I didn't quite understand who remained in which positions.
According to the current rules of Volda, only Specialists at Level 4 can use their special Magic (and only on "neutrals") that they were born with. All other Magic, not from "birth," Specialists use on a general basis, as described in the Rules, up to Level 3. That is, without fulfilling the conditions in the Rules, no Hero can use Scrolls higher than Level 3 (exceptions are Specialists at Level 4 Magic, if the found Scroll matches the Magic they were born with, and only on "neutrals"). Magic of Level 3 and below can be used by all Heroes without any restrictions.
Everything is correct. And in the rules, one of the conditions PERMITTING the use of magic against an opponent by spellcasting Specialists of levels 3-4 and the use of scrolls by all heroes is taking Pandora with the corresponding magic, even if the hero does not have the wisdom to learn it. I highlighted it in red specifically.
