Why do you even need a console? Play fair...

To use cheats, you first need to activate the console.
First, open the autoexec_a2.cfg file with Notepad, which is located
in the Profiles folder.

In the // Startup section, write:
setvar dev_console_password = schwinge-des-todes

Save. Then, open the input_a2.cfg file with the same Notepad,
which is located in the \My Documents\My Games\HOMM5TOE directory.

There, in the // console section, write:
bind show_console '`'

Save.
Launch the game.
During the game, press the [~] key to open the console window.
In the console, type enable_cheats to activate cheat mode.
