Nothing is forbidden in the season. I don't have statistics by version, but many like VT and play on it.
AC members serve as judges for the season. I also judge the season as the rating lead. Players are entitled to approach any of the judges. If a player disagrees with a judge's decision, they are entitled to appeal to the AC. And it doesn't seem like anyone "tailored" the AC toward anything.
