We should analyze the save files of games suspected of using map hacks, and draw conclusions based on that.

Some claim that map hack usage can't be proven 100% unless you're standing behind the player and see them entering the codes. Not provable for whom? Everyone decides for themselves with whom they will play and with whom they won't, and sometimes a simple hint from someone you trust is enough. This is not enough to make an administrative decision to disqualify someone from tournaments, and it seems that most people agreed that the basis for such a decision should be a thorough analysis of the game saves of the suspected player, with identified signs of map manipulation. Video and audio evidence are just triggers for starting such investigations, and nothing more.
Now, let's say Qwerty and Vigo come and say that during the Moscow qualifiers, they saw me opening the map in the editor during my game against SAG/Markon, but they didn't have the means to record it. What will you do then? Will you dismiss it? Will you give them the "Champion of Cheating" award?
