I didn't quite grasp the reasons for the mandatory requirement of 5 games. If it's specifically related to the spring 2010 season, then my opinion doesn't carry much weight.

Regarding the requirement of 5 games – perhaps a different mechanism is needed, but I haven't found any other way to prevent those who don't consider Vold their primary resource from being elected to the Administrative Council.

For those who specialize in offline play, this requirement should not apply, I believe. For such Heroes players, the selection criteria could be, for example, participation in 1-2 offline tournaments on Vold per season.
