1) I doubt the developers planned to include such a large number of Conservatories and Hives in the templates, so that the meager 5 monsters of level 6 or 7 might seem like a drop in the ocean compared to the number of troops they produce. 2) Personally, I don't consider this a bug; rather, I think the developers intended it to be this way. 3) Everyone has their own opinion. 4) There are also Rabbit Weeks and so on. In essence, this is a theoretical debate; the number of games where the outcome is decided by a monster week is, roughly, no more than 1 in 100. Various constraints and minimums on level 111 much more often determine the outcome of a game. I'm tired of arguing about this; consider it my opinion, and you can ban it if you want, even if it means banning the purchase of 5 extra Pokémon :D
Don't forget about the possibility of getting level 7 creatures from the Refugee Camp – they are basically free, and the guard there is, as far as I remember, as weak as the outer defense of a Conservatory.
