Should the starting hero for Necropolis be chosen randomly?

With 0 Elves, there are 2 restarts. The Sylvan army is fast, with a powerful 1st-level unit, an excellent 3rd-level unit, and relatively cheap 4th and 6th-level units compared to other factions. It's great for both rushing and quickly capturing resource locations and outposts. Statistically, it's the most successful. Our Necropolis can't boast such good results. And even that Necropolis, with Gosh as its leader, can be easily countered by a Fortress. The idea that Necropolis shouldn't be available on the Black map, I believe, is a prejudice held by many.
