In general, both are good for Haven at level three. I even tried playing with Nagas – it turned out pretty well.
When heroes-mages are not yet leveled up, it is preferable to use Jinns to fight at a distance. Heroes are weak and almost useless at the beginning of the game (with the exception of thieves), and it is easier to level them up with ranged and spellcasting units.
