There is only one building restriction for Necropolis in the rules: 5.17. It is forbidden to build a Necromancy Amplifier in the Necropolis castle. Therefore, if the amplifier is already built, you can upgrade vampires. And the restriction on the amplifier was initially conceived not through vampire upgrades, but to reduce the number of resurrected skeletons.
