In my opinion, you should always recruit Warriors. It doesn't matter if you're focusing on luck or not. Archers are only useful at the very beginning, when you need to capture mines. After that, they don't play any significant role in battles. At best, they'll kill a Phantom or slightly damage enemy Archers.
