[HoMM IV DUEL TOURNAMENT ON] "Snowstorm"

I was wondering about something – can the Charm spell be used when playing as Haven? Those who have played Haven in a tournament – did you use Charm? We were playing, and there was a battle between Life and Haven – did Haven take a piece of Life's already small army? Could you please clarify in the rules whether this is allowed or not?
