What suddenly made you think that? If South Ossetia were considered Georgian territory, there would be no questions – after all, the territory of each state is inviolable :) According to the Dagomys agreement, "a joint Control Commission is established, consisting of the parties involved in the conflict [Russia, South Ossetia, and Georgia], which carries out its functions in cooperation with a group of military observers created in accordance with the agreements in Kazbegi. Each of the parties participating in the Commission appoints its representatives to it. The location of the Control Commission is the city of Tskhinvali." In fact, I am interested in how this very commission should work if almost nothing remains of Tskhinvali?;)
