I don't understand you. How can an opponent "feel" about it? Like, if they're afraid of it, you should invest in it, and if they're not, you shouldn't?
There are few ways to achieve victory.
This phrase is a real riddle. Maybe you meant there are few chances of winning? I.e., when there are many or average chances, you stick to the classic approach. But when there are few, you invest in what will be most effective? Oh my god.
But investing in it without a reason would be foolish.

Non-standard development usually happens in a long game, or with luck in a medium/short game. When we're talking about 2-3 sworn enemies, it already implies that the game has dragged on, which means there's a chance to develop dark magic and find spells. Then, you just need to be able to apply them. You can find a decent set of dark magic spells in 4 out of 8 cities, so the problem is more likely to be with the skill appearing, rather than finding a secondary skill with the right guild.
