Well, for starters, a simple update. vBulletin 3.5.0 is outdated; there's, for example, 3.7.2. Although I'm not very knowledgeable about this. :)
It is simply necessary to make the pages lighter. I use high-speed DSL, but even I feel the lag. And there are still many modem users in Russia; what about them? I suggest removing the status images and replacing them with text names of ranks, possibly even not directly related to the races.
I also suggest reducing the required number of posts to reach level 14. Because 7k is unrealistic; no one on the forum has ever had a counter close to that number, and still doesn't.
And many will support me, and if not me, then someone else will - bring back the chat!:D
