I think that soon clans will start creating their own, clan-specific userbars.
How did you read our clan subforum? o_O I was just talking about that there today:D
P.S. I'm not a big expert in this... But in general, is it permissible to have more than one userbar in a signature?
I think it's not about the number of bars, but about their size. I think you shouldn't exceed the limit of 100 kb. And it's also not worth making more than 3 - the signature will become too bulky.
