Where can I submit an application, and what is the difference between online and offline tournaments?

A multi-stage tournament called ""Race for Leader"."

The differences are simple:
In an offline tournament, all participants play from the same save file, and send the results (in the form of a save file) to the tournament organizer.
In an online tournament, battles take place in real time between tournament participants, according to a bracket created by the tournament organizer.
