Is there a pattern to how skills are acquired?

Forget about the scanner; it's basically cheating. And it's better to use version 3.0.1a of the Wheel, not the one that comes with the game (it has many errors). You can download it from Hugo's Corner. Maybe it's available here too, but I haven't checked.
