Can you use ERM to create new spells? If so, how?

You can't (you can only create pseudo-spells) using ERM. To add them, you need to modify the executable code.

Why aren't there any new towns in 3.58 then?

To add new towns, you also need to modify the executable code.
Without this, you can only replace existing towns.
