The usual options are Logistics, Darkness, Education, Attack, Defense, Summoning, but something has to be sacrificed. You can go for the ultimate skill, but the risk is high, as Logistics should be leveled up as quickly as possible, which means you'll need a lot of levels before you can get the ultimate skill, and it's not always worth it. It's better to try to reach the secondary skills as quickly as possible.

Do they need Leadership?

No. It's not worth sacrificing a skill slot and a lot of levels for a slightly higher chance of recruiting neutral creatures.
