How does the Earthquake spell work, and why does it require mana?

I don't know where on this entire forum to ask such a question, as I only frequent the map Modding threads, and this clearly doesn't belong there. I hope I'm writing in the right place, because essentially I am interested in the technical side of the game, specifically an explanation of one of the mechanics. (UPD: oh wow, the question moved to the "Modding" thread; well, if the administrator decided so, then that's fine, I'm only glad, and it's easier to track as well. thanks anyway)

The "Landlord" skill (Summoning magic) gives some spells +4 Spell Power upon use, and among these spells is "Earthquake". In fact, the game manual says the same thing: that the "Earthquake" spell receives +4 Spell Power from this skill, but after reading the description, a question arose... But before that, I'll clarify that I didn't find the code lines for this skill in the game files (I'm not exactly a modder or a programmer), so we'll take it on faith that the skill gives +4 Spell Power to Earthquake. So here is the actual question — why does this spell even need Spell Power at all?

Spell Power doesn't affect anything. There is only a difference with mastery of the Summoning school.
By the way, I rebalanced it slightly to make it more interesting to use - smile03
